In short, spy-ware is nothing but executable code that is normally automatically downloaded from a computer or included in various software applications available on the Internet. It is downloaded after clicking on a button to close a pop-up window, or from random shareware and other downloaded programs that self-generate downloads and "spy" on your activities, as well as causing aggravating pop-up windows.
Because there is no way to determine the difference between legitimate executable downloads and spyware and other unwanted software, CIPAFilter's approach is to simply block all these types of files. After installation you simply designate which sites executable downloads should be allowed from while enforcing only non-threatening downloads allowed for remaining computers and users. You can also allow certain users /groups and/or IP addresses to by-pass the system as well, or have limited access to download.
One example is allowing all downloads for staff, yet only certain web-sites for students where anything is accepted.
